This position is located in the Small Business Administration, Financial Operations and Acquisitions Management in Denver, CO. The Accountant provides professional accounting advice and counsel to the Agency management on accounting policies, procedures, and practices, including analysis and design of accounting system
improvements.
Duties
Participates and provides advice in feasibility studies of accounting system operations and controls, determines requirements, outlines specifications, performs process reviews, audits, and risk assessments and performs cost/benefit analyses for various alternatives.
Analyzes system operations and internal controls to recommend and participate in
the development and implementation of system improvements; identifies cost saving changes; determines risk vulnerability; and assists in Inspector General audits and investigations.
Provides management with findings on the effectiveness of internal controls for assigned accounting and financial management processes and systems and makes recommendations to improve internal controls.
Provides support to loan and/or administrative accounting general ledger maintenance and recommends improved financial management and accounting procedures for the agency. These duties may include interpreting and applying policies, regulations, and law.
Communicates with other SBA offices and offices external to the SBA on accounting
financial management and other matters and participates in inter-agency activities and problem solving. Issues concern such topic areas such as financial data integrity,
cash management, cash collection activities, issuing payments and loan account servicing.

Qualifications
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: assist in analyzing accounting and other financial management data and systems; and providing technical advice including recommended
courses of action based on the analysis of a revision, improvement, or adjustment of agency accounting systems. These qualifications must be clearly referenced in your resume.
AND
Mandatory Education Requirement for the Accounting (0510) series:
Degree: A four (4) year course of study from an accredited college or university leading to a bachelors or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester (36 quarter) hours in accounting; the 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also
include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

Education may be substituted for experience for this position.
If you do not meet the specialized experience requirements, you may also qualify with education. You

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. related to the position to be filled. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Transcripts, official or unofficial, must be submitted to support this option. If selected, official transcripts will be required.
Combination of Experience and Education:
GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
