This position is located in the Small Business Administration, Financial Operations Management in Denver, CO. The Accountant designs, develops, implements, and maintains administrative accounting systems and processes.
Duties
Continually studies and recommends revisions and improvements to the existing Agency wide administrative accounting system, JAAMS (Joint Administrative Accounting Management System) a version of Oracle Federal Financials (Oracle). Identifies problem areas and initiates revisions and enhancements in the system to achieve goals, improve financial controls, and to conform to sound accounting practices.
Serves as a leader for design, development, installation, testing and evaluation of new systems, updates, or enhancements to existing Oracle financial and accounting systems.
Originates user and system documentation on modifications and enhancements to the system. Helps to develop training material and conducts classes within accounting areas. Makes recommendations to SBA on use of the system and system products to solve problems, improve financial control and coordinate finance related activities. Provides support and clarification to clients on the impact of system changes.
Coordinates and directs the installation of Oracle system modifications and enhancements and ensures their correctness so that they occur with a minimum of disruption to system users. Functions as a technical expert in financial and accounting system matters by performing required research through General Accounting Office procedures, Comptroller General Decisions, Department of Treasury regulations, and other regulatory Agency requirements.
Provides expert interpretive advice and counsel on financial data from financial reports to both internal and external customers.
Works closely with federal and private auditors, evaluating the system controls and the validity of records.

Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: providing expert technical advice on the implementation of changes to enterprise resource planning (ERP) systems; analyzing financial data and determining its effect on financial reporting; verifying adherence to established internal controls; providing advice on federal accounting standards in accordance with generally accepted accounting principles (GAAP). These qualifications must be clearly referenced in your resume.

Mandatory Education Requirement for the Accounting (0510) series: Transcripts (official or unofficial) must be submitted. If selected, official transcripts will be required.
Degree: Successful completion of a full 4-year course of study from an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester (36 quarter) hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: -Twenty-four semester (36 quarter) hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
