This is a non-bargaining unit position.This is not a (drug) testing designated position (TDP). This position is with the Small Business Administration, Performance Planning and CFO, Office of Accounting Liaison, Quality Assurance and Financial Reporting at one of the listed locations. Provides financial management and accounting leadership, policy direction, and technical assistance related to administrative and program accounting to SBA senior leadership.

This position is responsible for the Agency's Financial Statement Audit and the lead manager overseeing audit remediation efforts that are ongoing due to SBA's pandemic response programs. Duties include but are not limited to: Aids in the formulation of accounting policies and procedures to ensure SBA Program Offices have effective and efficient systems of accounting and financial reporting in place and that changes to such systems needed to address financial statement audit findings are effectively implemented. Provides assistance and advice in the formulation of policies and procedures for financial statement preparation and related internal controls and quality assurance reviews. Provides leadership and in-depth professional guidance to a staff who evaluate efforts in the development, assessment, and major revision of financial reporting policies and procedures. Provides leadership, guidance, and oversight to staff in utilizing revised policies and procedures in the preparation of the quarterly and annual financial statements and the Annual Financial Report.

Qualifications

MANDATORY EDUCATION REQUIREMENT FOR ACCOUNTING SERIES (GS-0510):Transcripts (official or unofficial) must be submitted in support of this education requirement. If selected, official transcripts will be required. Education: Successful completion of a four (4) year course of study from an accredited college or university leading to a bachelors or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester (36 quarter) hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A current certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND Specialized Experience: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: 1) Leading and/or supervising a team; AND 2) Reviewing accounting work products of peers and subordinates, such as monthly accounting transaction and financial statement reports; AND 3) Reviewing and analyzing internal accounting data to ensure accuracy, efficiency, and compliance, including loan or grant accounting proformas; AND 4) Using financial systems to enter transactions, perform research, generate financial statements and reports, and/or perform analysis; AND 5) Preparing accounting reports in compliance with internal and external reporting requirements. These qualifications must be clearly referenced in your resume. It is available for your review on OPM's Qualifications web site: Accounting Series 0510 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/08/2023.
