You will serve as a CYBER SECURITY SPECIALIST in the COMMAND INFORMATION OFFICE of NAVFAC OSF.

Duties
You will support execution of the NAVFAC cybersecurity program through policy and program development, cost, schedule and performance analysis of ongoing and completed cybersecurity projects.
You will enforce standardization and conduct quality assurance reviews.
You will ensure all systems, networks, and Platform Information Technology are operating with the required authorization.
You will engage in establish methods to monitor and measure risk, compliance, and assurance efforts.
You will oversee and ensure that the appropriate security posture is implemented and maintained for command information systems and programs.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area code 722 within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
SPECIALIZED EXPERIENCE FOR GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Creating and preparing documentation in support of Risk Management Framework (RMF) efforts for the command; 2) Developing technical requirements for assigned new or modified applications throughout the command; 3) Conducting risk and vulnerability assessments of information systems; 4) Maintaining user documentation, electronic records and cybersecurity databases and 5) Providing guidance in implementing Information Technology (IT) security policies and procedures in the development and operation of network systems. 6) Write information assurance (IA) policies, operating procedures and various reports to meet cybersecurity requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
SPECIALIZED EXPERIENCE FOR GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating system acquisition/implementation designs and planning to ensure cybersecurity measures and requirements have been integrated and met; 2) Creating and preparing documentation in support of Risk Management Framework (RMF) efforts for the command 3) Validating cybersecurity operational and design requirements for new systems with program officials and customers; 4) Identifying and evaluating potential systems design approaches relevant to cybersecurity; 5) Ensuring the application of information security/information assurance policies, principles and practices in the delivery of Information Technology (IT) services. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
FOR THE GS-11:
In lieu of meeting the specialized experience as described above, applicant may meet the minimum qualifications for the GS-11 position with the below:
Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
