The primary purpose of this position is to function as the senior specialist in the branch for the acquisition, verification, delivery, improvement and maintenance of Technical Orders and the determination and establishment of technical requirements.
Duties
Duty 1: Interprets and coordinates policies for the branch and provides guidance on Technical Order acquisition process, requirements, and maintenance for contractor/inter-agency/lower grade personnel.
Duty 2: Responsible to establish methods used by the branch for the acquisition, verification, delivery, improvement, and maintenance of technical orders throughout the planning, acquisition, transition, and operational phases of the Air Force system.
Duty 3: Participates and conducts meetings, conferences, and Technical Order guidance conferences, In Process Reviews, and other Technical Order related meetings.
Duty 4: Determines and establishes technical data requirements for the branch.
Duty 5: Works directly with the supervisors to assist in establishing policy within the AF for the TO system.
Duty 6: Initiates data purchase request (PRs) and instructs equal and subordinate personnel, develops contract exhibits for procurement of data, and assists lower grade personnel in the branch to do the same.
Duty 7: Analyzes associated systems/equipment procurement methods and policies, reviews systems/equipment operational and logistics support concepts, analyzes technological changes and trends, reviews existing directives, researches prior precedents.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Postions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, writing procedures, interpreting and coordinating policies, using methods to control stock, store, and issue assigned Technical Orders, and performing production surveillance NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
or
LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in a wide range of publication distribution systems, regulations, policies, specifications pertaining to acquisitions and management, Technical Order warehouse control systems, release of data, and shipping controls.
2. Ability to communicate orally and in writing.
3. Ability to maintain good working relations.
4. Ability to plan and organize work.
5. Knowledge of technical orders format and printing requirements.
6. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents.
7. Ability to identify problems and develop innovative solutions.
8. Knowledge of Security, Safety and Environmental requirement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
