This position is in the U.S. Department of Transportation (DOT), Office of the Secretary (OST). OST provides management and oversight for programs across the Department’s Operating Administrations. Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
For the GS-15: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-14 grade level, which included:
Experience providing customer service, guidance, and technical assistance to support grant programs that comply with the laws, regulations, and formally established policies.
Experience serving in a leadership role as a primary communicator between staff, management, agencies that directly administer grants, and other stakeholders as appropriate.
Experience developing and implementing grants and financial assistance policy and guidance documents.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Grants Management Laws, Regulations, and Guidelines – Knowledge of the principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
Strategic Thinking – Formulates effective strategies consistent with the business and competitive strategy of the organization. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort, including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
Leadership – Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Change Management – Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
