You will serve as a DIRECTOR OF COMMUNITY ENGAGEMENT GROUP FOR COMMANDER NAVY REGION HAWAII.

Duties

You will advise senior leaders on evolving issues, concerns, or deficiencies that impact an organization's ability to meet its mission. You will conduct negotiations to settle matters involving significant or controversial issues. You will oversee new and recurring congressional inquiries to coordinate responses and provide information to congressional members and their staff. You will coordinate project activities to ensure objectives are accomplished within timeframes and according to procedures. You will analyze protocol plans and programs from a technical and operational perspective to ensure command requirements are met. You will coordinate the strategic planning effort for an organization on matters of funding, facilities, personnel, and schedule requirements.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating community engagement strategies and providing expert analysis, strategic planning and recommendations to Commander, Navy Region Hawaii (CNRH); 2) Using communication skills to prepare congressional testimony and correspondence; 3) Using knowledge of congressional and legislative processes and activities to facilitate introductions, information sharing and collaboration in pursuit of command objectives; 4) Developing and evaluating information programs, analyzing public reaction to programs and policies, and integrating diverse points of view in communication planning.
