The primary purpose of this position is to serve as a Data Management Information Technology Specialist for Civilian Hann Mitigation and Response activities for the United States Special Operations Command supporting Civilian Harm Assessment Cell command efforts to prevent, mitigate, and respond to incidents that harm civilians during special operations.
Duties
As Data Management Information Technology Specialist, within the Global Mission Support Center (GMSC), evaluates, maintains, and implements data and information strategy for operational software applications, networks services and data security management.
As the technical representative and advisor for IT hardware and software capabilities supporting GMSC Web-based DATAMGT operations, supports development and maintenance of end-to-end data lifecycle operating modalities.
Interfaces with headquarters, military Services, joint staff, and interagency personnel on CHMR methods, analytical techniques, and computer-based technical functions.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

- This position is designed by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP
- The incumbent is (A) to refrain from use of illegal drugs, and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP
- Education equivalency with a master’s degree or Command General Staff College is highly desired. Battle Staff training desired to understand high strategic-operational levels of war

In order to qualify, you must meet the Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements (IOR) described in the Office of Personnel Management (OPM) Qualification Standards.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of database management concepts, principles, and methods including database logical and physical design, normalization, storage capacity management, and backup and recovery sufficient to design, develop, and maintain data management systems for USSOCOM CHMR IT database.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging software and hardware security methods and principles, the feasibility of proposed new systems and applications software and hardware projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Expert knowledge of information systems functions, data base management, data element standardization, data communications, and the inter-relationships between the information mission to effectively make data visible, accessible, understandable, linkable, trusted, interoperable, and secure while planning and integrating advanced IT capabilities utilizing software architecture disciplines, knowledge management concepts in complex multi organization environment of data management systems and techniques in an information-sharing environment of diverse technologies, and information systems.
Comprehensive knowledge of the missions and functions of USSOCOM, its components, and the Theater Special Operations Commands; knowledge of the organization, programs, missions, and functions of DoD, Services, other Joint organizations, and select U.S. Government agencies; and their respective, functional interrelationships to develop and implement command-wide policies, programs, procedures, and strategies for Global SOF management.
Skill to communicate effectively, both orally and in writing; negotiate complex issues at the highest levels of DOD; maintain good working relationships with ASD-SOLIC, the Joint Staff, the Combatant Commands, the USOCOM Service Components, the Theater Special Operations Commands, and USSOCOM J-Staff.
Ability to establish and maintain positive contacts and working relations with Joint, DoD, civilian, and other government communities. Ability to represent and serve as spokesperson for USSOCOM with senior level officials, GO/FO, and Senior Executives; advise others, skillfully negotiate, and unemotionally mediate to resolve differences and implement decisions. Must be able to deal with sensitive issues and handle such with discretion.
Ability to work through the Agile methodology of project management principles, processes, procedures, planning and activity development using Scaled Agile, Scrum, and Kanban process and providing technical leadership, managing projects and providing guidance to other IT technical specialists, government employees and contractors engaged in planning and conducting studies and analyses, and developing recommendations affecting current and future Data Systems architecture.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
