Johnson Space Center (JSC) is currently seeking qualified candidates to serve as Program advisors for the Orion Program. Responsible for integrating tasks such as resources, schedules, risks, costs and other program information. The job may also include contract management and oversight. You will work across the Program including other Centers, international entities, and NASA Headquarters to identify needs, potential issues, and define risk-based recommendations as they arise.
Duties
Serves as a key advisor to the Orion Program Planning and Control (PPC) manager and other members of the team. Provides programmatic leadership and communicates best business practices enabling decision making.
Provides assessment and advice on a wide spectrum of business topics to the PPC team. Serves as a subject matter expert and mentor to others within the community.
Integrates, assesses, and summarizes complicated programmatic information and processes to facilitate mission success. Analyzes the program or project portfolio to identify and leverage synergies or address risk, issues, and concerns.
Provides guidance on the federal budget process, cost accounting, and NASA Planning, Programming, Budgeting, and Execution (PPBE) procedures. Ensures budgeting decisions are in accordance with federal and NASA guidance, and project requirements.
Develops, reviews, and presents accurate business reports and information to management. Explains and recommends options as needed.
Manages contracts to ensure quality, cost, schedule, and technical performance. Coordinates budget changes as needed and supports the various procurement activities in accordance with NASA policies and regulations.
Identifies and mitigates risk before they become issues that adversely affect cost and schedule. Advises management on major issues and concerns and helps implement resolutions and workarounds.
Develops organizational budget and maintains financial records.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Developing presentations and delivering briefings, project papers, status/staff reports, and correspondence to senior leaders and stakeholders;
Providing organizational resources analysis and maintaining financial records to ensure adherence to Federal regulations, policies, and procedures;
Utilizing resources and tools to develop, maintain, monitor and provide efficient implementation of NASA or program requirements.
