About the Position: Serves as a staff level Operations Analyst, Executive Officer and advisor to the Force Modernization Center, United States Army Special Operations Command (USASOC) in Fort Liberty, NC.
Duties
As Executive Officer, serves as focal point for the UFMC for all incoming and outgoing actions, both routine and non-routine in nature.
Provides for the primary interface, liaison, and coordination for a variety of projects and taskings assuring priority actions and those of particular interest to the Directorate are properly executed.
Assigns recurring and one-time work requirements, establishes priorities, provides instruction and guidance, reviews work for accuracy and completeness, and recommends better work methods for efficiency and effectiveness.
Establishes and maintains a program for HQs budgetary planning and oversight and develops criteria/measures to evaluate organizational operations and performance for productivity.
Serves as technical and functional advisor on all aspects of civilian personnel management to include personnel actions.
Serves as functional expert and administrator for a variety of programs and automated systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with SCI security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter,
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes experience in: in: 1) Applying a wide range of personnel, operational and management concepts, principles, laws, rules, regulations and analytical methods and techniques to integrate a wide range of program processes to provide direct support to management and the staff. 2) Problem-solving to include gathering facts through research and inquiry, conducting an analysis of information for impact and relevance, developing potential solutions or alternatives, and presenting recommended courses of action. 3) Managing taskings and suspenses. 4) Providing comprehensive status briefs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
