The position serves as the Health System Specialist (Ventures Specialist) for VA Ventures, responsible for coordinating medical device design, development, testing and manufacturing. VA Ventures is a new service line at VA Puget Sound, working under the national direction of the VHA Office of Healthcare Innovation and Learning (OHIL).

Duties

The Health System Specialist will develop relationships with health care providers such as primary care physicians, surgeons, specialists, nurses, service line chiefs, Quality, Safety and Values leadership, hospital leadership, VISN leadership, VACO leadership, and others. Duties include but not limited to: Collaborates with Environmental Management Service, Facilities Management Service, Safety Officers, and Industrial Hygienists throughout the VISN to create and ensure implementation of safety checklists for all new Advanced Manufacturing technology. Interaction with these stakeholders will include face-to-face and virtual conversations; observing direct patient care; attending and presenting at multi-disciplinary surgical rounds; designing and running case studies and cadaver labs for VA staff who travel from across the country for training in advanced manufacturing; and running hands-on laboratories with VA physicians from across the enterprise to facilitate the development and clinical testing of personalized medical products. Coordinates activities with managers and peers, participates in multiple projects and project teams, and communicates with a wide variety of constituents, including managers, senior executives, clinical, policy, and technical staff. This includes advising the new VACO Office of Advanced Manufacturing (OAM). Demonstrates in-depth knowledge of health systems information programs and technology initiatives sufficient to make sound program recommendations supporting agency goals and objectives. Performs a given broad authority and a wide range of responsibilities in carrying out the analytical, evaluative, and project planning requirements of the position. Assures that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor. Uses initiative in organizing and accomplishing the responsibilities that have been delegated. Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems. Addresses specific problem areas and applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems. Exercises broad latitude and provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues. Attends and present at national clinical and industry conferences, attend trainings, and review literature to stay current on both health care delivery and new technologies. Coordinates multi-disciplinary project teams, including internal team members, stakeholders from within VA, and stakeholders external to VA to develop innovative new medical devices, manufacturing, and related protocols. Maintains relationships with key clinical personnel to identify opportunities for new medical devices, including attending case studies, rounds, surgeries, cadaver labs, etc. and will become known as a problem solver among clinicians. Interprets VHA policy directives, work collaboratively to develop VISN action plans and implement programmatic changes and monitoring processes. Creates strategic planning for device development, monitors emerging technologies, anticipates future demands, and how to meet them. They assist other sites in developing medical devices, including documentation, training, and site visits. Physical Requirements: Moderate lifting (15-44 lbs), moderate carrying (15-44 lbs), use of fingers, both hands required, walking (1-4 hrs), standing (1-4 hrs), repeated bending (1-2 hrs), ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, ability to distinguish basic colors, ability to distinguish shades of color, hearing (aid permitted), emotional and mental stability.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below: Education: Graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required). OR, Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special provision for In-service Placement: The successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan (Submit a copy of the individualized training plan with your application). Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implementing innovative work processes, examining performance, and providing direction; developing approaches and strategies to improve organizational effectiveness and efficiency; providing assistance in the oversight, management, and/or coordination of a project or program; building collaboration within a professionally, social-economically, and educationally diverse group; and preparing reports and/or written correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or, 2 full years of progressively higher-level graduate education related to a major study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination: Applicants may also combine education and experience to qualify at this level you must have some specialized experience equivalent to the GS-7 grade level but less than one year, and have more than one year, but less than two years of graduate education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
