Serves as PCMM Coordinator for Primary Care Teams within the STVHCS (tertiary care referral center) and its associated Community Based Outpatient Clinic (CBOCs). This includes the VA staffed and contracted CBOCs. The incumbent has primary responsibility for management of PCMM software program; performs management, workload and program analyses; and serves as the Primary Care Service Line Automated Data Processing Application Coordinator (ADPAC).
Duties
Serve as the Primary Care Management Module (PCMM) Coordinator for the South Texas Veterans Health Care System (STVHCS) and its Community Based Outpatient Clinics (CBOCs).
Oversee the PCMM software, ensuring its optimal functionality and database integrity for primary care teams.
Analyze and organize primary care services to enhance delivery and effectiveness.
Manage and adjust primary care team settings, panel sizes, and provider profiles within the PCMM.
Conduct regular PCMM data audits to identify and rectify discrepancies.
Train and guide staff in patient alignment processes and PCMM use.
Develop, analyze, and report on performance metrics related to primary care management.
Perform management analysis tasks, including workflow assessments and providing solutions to meet performance objectives.
Maintain Six Sigma Black-belt Certification and apply methodologies to process improvements.
Review and update policy documents to reflect changes and ensure compliance with Veterans Health Administration (VHA) directives.
Act as the Automated Data Processing Application Coordinator (ADPAC), being the technical expert on Veteran's Health Information Systems and Technology Architecture (VistA) applications.
Coordinate with IT for system maintenance, VistA training, and troubleshooting.
Manage application parameters, user access levels, and adhere to security protocols for VistA.
Audit clinic scheduling practices to ensure efficient and effective patient flow.
Maintain up-to-date clinic profiles which impact resource allocation and medical center funding.
Work Schedule: Monday - Friday, 7:30am - 4:00pm or 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ensuring database integrity and managing primary care networks; analyzing and organizing primary care services, managing team and position settings, and adjusting panel sizes and provider profiles; resolving PCMM data discrepancies, training staff on patient assignment, and preparing performance reports; conducting data integrity and workflow assessments, providing solutions for performance metrics; developing policy revisions and monitoring compliance with VHA directives; technical experience with VistA applications, liaise with IT, coordinating VistA training, and managing application parameters and user access; ensuring adherence to security protocols and troubleshooting system issues; auditing scheduling practices and maintaining clinic profiles, impacting resource allocation and medical center funding OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree.

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper, books and charts.
