The position of Supervisory Program Manager (Data) is located in the Directorate of Program Evaluation and Information Resources (PEIR), Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The position directs the Office of Program Policy Evaluation (OPPE) Data Team. The OPPE responsibilities are to plan, coordinate, oversee, and conduct activities related to evaluating the effectiveness of MSHA policies and program operations.
This position is outside the bargaining unit.
Duties
Develops and oversees the data governance and lifecycle of data management. Analyzes mining data to provide evaluative and statistical information to MSHA management and staff to support e.g., evaluating program effectiveness, identifying mines requiring additional enforcement monitoring.
Identifies emerging trends and performance results outside pre-determined performance levels. Shares analytical results with program area executives. Manages the Data Analytics within MSHA to include statistical sampling, risk modeling, and data mining research to support the mission to promote economy, efficiency, and effectiveness and prevent fraud, waste, and abuse in DOL programs. Designs and develops software applications to use in a data analytics environment. Using those applications, identifies and analyzes data and information from multiple sources to support the mission of the MSHA. Acts as a liaison with MSHA Program Areas to ensure standardization and integration of data processes meet the Department's goals and priorities for Enforcement Agencies.
Serves as an advisor to the director on all matters pertaining to data reporting. Provides technical advice and guidance for Congressional hearings, litigation, and individual problem situations of a critical and highly sensitive nature. Performs the full range of executive and managerial responsibilities that includes conducting organizational analyses and developing proposals for structural changes to the organization.
Represents MSHA as the chief data steward. Serves as a member of inter-agency ad-hoc committees and represents the director and MSHA on departmental executive-level boards and committees. Takes a proactive approach to provide stakeholders with data-based information through subscriptions and public-access platforms.
Supervises a staff of assigned data analysts, management, and program analysts. Recruits and selects new staff members; schedules, assigns, and reviews work; addresses conduct and performance problems; establishes performance requirements and evaluates performance; recommends personnel actions; and identifies and recommends training.

Qualifications
You must meet the "Specialized Experience" to qualify for the Supervisory Program Manager position, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience is defined as professional leadership experience in data analysis and management and ALL of the following examples listed below MUST be met:
Providing leadership and guidance to senior executives on policy matters related to data program administration and evaluation.
Experience planning, directing, executing, and making final decisions related to the day-to-day operations of a large program.
Working across organizational lines to develop working relationships needed to accomplish organizational goals.
Experience advising senior management officials on key program issues related to data programs.
Experience reviewing, evaluating, and formulating recommendations and solutions to programmatic issues.
Experience applying a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify, analyze, evaluate, and advise on data problems, programs and/or initiatives.
There is no educational substitution in lieu of specialized experience for the GS-15 grade level.
