Duties

You will serve as the Lead Flying Hour Program (FHP) analyst assisting the Division Head in the management, coordination and execution of programming responsibilities across claimant readiness responsibilities. You will maintain a comprehensive database and knowledge of aviation force structure and included personnel, equipment, and operational characteristics and limitations that affect FHP execution. You will research various FHP databases and other sources to compile aircraft availability slides for selective wings for weekly presentation to the Pacific Fleet Commander. You will analyze Fleet aviation program funding health during the development of programmatic details to support annual Program Objective Memorandum (POM) development. You will translate planning and programming guidance into finite POM documents, considering impacts of alternatives and tradeoffs. You will reconcile disparities between databases and highlights significant causes for below-standard aircraft availability. You will provide guidance and coordination of programming functions and will develop, coordinate and conduct studies and analysis of fiscal requirements. You will provide analytical products to identify shortfalls, mitigations, trends, and imbalances, make recommendations on financial adjustments, and inform leadership of program execution and compliance with readiness goals.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing an automated financial data source (e.g. Programming Budget Information System (PBIS)) to identify, compute and analyze program resource requirements, ascertain shortfalls or imbalances and make recommendations for improving the effectiveness and efficiency of programmatic fiscal health.
