This position is in the Architect of the Capitol (AOC), Office of the Chief Administrator Officer (OCAO), and Diversity Inclusion and Dispute Resolution Office (DI/DR). The incumbent is responsible for the day-to-day operations, coordination of the DEIA activities, and developing and reviewing policy, plans, and programs supporting the DI/DR mission.

Duties

The incumbent serves as a senior analyst, responsible for oversight of contractor activities and working with management and employees to help institutionalize a purposeful and positive workplace culture.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.  You must meet all eligibility and qualifications requirements by the closing date of the job announcement.  Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions.  It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.  Examples of specialized experience for this position include the following:  Expert experience in applying knowledge of the principles and techniques of Diversity Management, Affirmative Employment, Disability Programs and Organizational Development to serve as the DEIA Program Manager and execute responsibilities for the agency-wide program. Managerial and technical knowledge, expertise, and skills in overall disability and reasonable accommodation programs to apply a wide range of program management techniques, including policy analysis and program development. Expert and comprehensive knowledge of EEO and civil rights laws, court decisions, and directives on complaints and appeals, sufficient to implement the AOC Affirmative Employment Program and the Disability Programs. Expert knowledge of the laws, regulations, executive orders, court decisions, policies, guidelines, concepts, principles, and issues governing Affirmative Employment Programs and Special Emphasis Programs, including relevant judicial and administrative decisions and factors impeding equal opportunity. Highly developed skills in fact-finding, analysis, problem-solving and expert judgment to define and direct appropriate corrective actions. Expert experience in analyzing workforce profiles, organizational structures, and changes in the workforce through various personnel transactions, recruitment strategies, and statistical summaries of training, awards, separations, and other personnel management decision. Knowledge of unions, civil rights, and community organizations, their purposes, capabilities, and agendas in order to elicit their support and cooperation in the effective implementation of the Affirmative Employment Program. Knowledge of the Federal Personnel Management system, including Position Management, Classification and job evaluation, recruitment and placement, labor relations, employee rights, and related policies and practices to identify and address systemic EEO issues and problems, and to develop and coordinate effective solutions. Experience assisting or leading the design, development, or maturity of an enterprise-wide program, including the ability to identify, develop and implement long-range goals to develop and advance the mission and vision of a program. Highly developed skills in written communication to prepare reports and other program documents. Highly developed verbal communication, listening, and facilitation skills.

Education

At least a bachelor's degree from an accredited college or university in Human Resources or a related field is preferred.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof that the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program.  It is your responsibility to provide such evidence when applying.
