Duties

Reviews the largest, most complex, and highest dollar value innovative and/or special interest Procurement actions. Determines compliance with Procurement statutes/regulatory guidance, prescribed business practices, and policies based on sound and effective decisions to avoid mission impairment. Assesses the impact of policy/legislative requirements from DoD and Congress to determine the required action and are responsible for coordinating and responding to major Congressional, GAO, or IG investigations, audits and/or inspections. Ensure compliance with all applicable regulations for the Procurement process and responsible for review of internal controls covering the Procurement process and the overall supply chain. Performs the duties associated with procurement process compliance, ensuring compliance with all applicable regulations for the Procurement process. Monitors Special Program Initiatives (SPI), Cont'd... Cont'd...and testing efforts relative to incremental changes in the Procurement process. Directs Acquisition Management Review (AMR) program activities and performs pre-solicitation, pre-award, and post-award review for the supply chain procurements. Reviews contracts for impact on current and future contracting processes and procedures. Recommends contract review criteria and leads work efforts regarding development of procedures and techniques for the review and evaluation of Procurement processes and procedures. Monitors, analyzes, and reports on the effectiveness and suitability of deploying new Procurement enterprise process initiatives. Identifies and defines enterprise-wide functional training requirements and coordinates with the DLA Training Center (DTC) to develop training materials and provides Subject Matter Expertise. Justifies and defends contract review findings and process improvements developed out of the contract review process.

Qualifications

To qualify for a Procurement Analyst your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Knowledge of Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements to analyze and evaluate application of policies, procedures, and techniques; and to recommend, revise or develop supplemental policy and other implementing guidance. - Comprehensive knowledge of a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the Procurement process, such as the Federal Acquisition Regulation (FAR). - Mastery of a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the Procurement process. - Broad knowledge of the practices, policies, and procedures of related functional and administrative activities and skill in implementing appropriate interface/coordination of process policies, plans, and programs with these activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
