About the Position: Serves as a staff level Military Human Resources (HR) Specialist in the Soldier Programs and Services Division (SPSD). Responsible for providing technical advice and guidance regarding a wide variety of military HR programs that include strength management, personnel readiness, retention, replacement operations, evaluations, separations, personnel actions, mobilization plans/exercises, Military Personnel Management, Equal Opportunity and other military HR management programs
Duties
Prepares and communicates fact sheets, information papers, memorandums, executive summaries, and presentations.
Gathers factual information, and coordinates developmental phases with appropriate officials of Human Resources Command (HRC), Headquarters Department of the Army (HQDA) Staff, and interested field elements.
Revises regulations, staffs same for comment and approval, and disseminates such changes or revisions to the field via the Army publications system or other appropriate means.
Coordinates policy and regulatory development and interpretation with that of other Army program proponents in order to ensure that regulations, policies, procedures, and current or planned automated systems pertainin
Determines areas where improvements in program guides are necessary and points out such deficiencies to appropriate program development staffs within the agency.
Provides Army-wide direction and guidance to the Field staff elements (e.g. Major Commands, G-ls, Adjutants, personnel group and MPD Chiefs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent may be required to perform occasional Temporary Duty Travel (TDY).
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience Required:
To qualify based on your work experience, the resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Serving as a Human Resource Specialist (Military) responsible as the Functional Proponent for Army Regulations. Providing comprehensive evaluation of Army, Army Reserve and National Guard In/Out/ Soldier Readiness Processing (SRP) program. In addition, reviewing various military personnel management guidelines and communications for technical sufficiency and consistency and providing management advisory services regarding comprehensive Army Readiness operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some Federal jobs allow you to substitute your education for required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone. Substitution of education for experience is NOT permitted.
