The Program Analyst is health-oriented in nature, requiring knowledge and skills gained from education, on the job training, developmental assignments, and/or experience in a health science or allied scientific field, such as Health Informatics. Health Informatics is a discipline at the intersection of clinical health care, information science, and computer science that designs and delivers information to improve clinical care, individual and public health care, and biomedical research.
Duties
This position serves as a health care professional who uses that knowledge to influence and adapt IT systems to drive management of the health system toward effectiveness and efficiency. Performs workflow assessment and optimization in clinical, administrative, educational, and research domains, in addition to adapting software controls to existing workflow. The incumbent is a primary resource for VHA leadership when mission critical updates/problems are identified at the facility, regional, or national levels, and serves as a subject matter expert for new technology assessment and usability. Duties include but are not limited to:
Represents a wide variety of stakeholders and liaisons with both internal and external organizations.
Guides the evolution of clinical software and processes using creative and well developed interpersonal skills to achieve effective communication with the end users, Office of Information and Technology (OI&T), and management.
Evaluates the unique needs of the specific clinical services in conjunction with capabilities of the software and coordinating any required modifications.
Collaborates with technical, clinical and administrative staff to develop system requirements while understanding system capabilities and limitations.
Uses the applicable software manager menu systems and tools, develops, modifies and tests components specific to fields and data that individualize/customize applications to user roles/needs while maintaining integrity among multiple software packages.
Uses data bases and registries, formulates tools to support patient care and ensure quality management and clinical oversight.
Conducts test to analyze usability, sequencing, flow, plain language, minimum key strokes, and comfort level of the user, ensuring adaptability of the process to the work-flow and that the process used are the most efficient and effective.
Provides direct feedback to national developers to insure that usability issues are addressed in business possesses; adapts processes to work flow, making sure that they make sense and add efficiency and effectiveness to the operation; eliminates redundancy and removes outdated processes.
Evaluates circumstances where new operational procedures are needed and where health information system require revision.
Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient.
Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams.
Advises those in the Informatics organizational structure of programmatic (formal and informal methods) and security requirements for data access, and advises staff members on directives, policies, and best practices for making requirements operational.
Serves as the knowledge expert for the electronic health record and associated clinical software, and provides users and staff with consultative support and education.

Qualifications
This vacancy is open to current permanent employees of the Veterans Health Administration (VA Nation-wide) ONLY.

GS-12 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) leadership (e.g., team lead, project lead, management) experience in informatics responsible for improving the quality, efficiency and effectiveness of health care by integrating clinical and information processes in a health care environment; 2.) experience utilizing and training others in the use of an electronic health record system and associated clinical software to include conducting evaluations of clinical software needs; 3.) experience using available tools to make modifications to, design, or enhance software applications; 4.) experience testing and troubleshooting software to identify root causes and solutions of problems; and 5.) experience in the planning, support and implementation of software packages that integrate with various clinical multi-service software packages.
Preferred Experience: Comprehensive knowledge of major health informatics applications; develop, generate, deploy, maintain and modify Clinical Reminders; develop training materials for the use of health informatics applications; develop health informatics programs to ensure that quality provisions are planned, developed and implemented to identify, prevent, and correct unsatisfactory conditions; identify, evaluate, and coordinate automated health informatics applications; Set priorities, multitask and troubleshoot problems related to CPRS, iMedConsent, Vista Imaging, and other health informatics applications.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
