This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network.
Duties
The FRM serves as the Medical Center manager for revenue-related issues from both CPAC and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections
In this position, serves as a revenue subject matter expert on local facility committees, Program Management Office (PMO) work groups, OCC committees, and any national initiative aimed at enhancement of revenue activities.
Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and maintenance of an environment committed to serving the Veteran.
Responsible for coordination and management of the daily operations of revenue functions at his/her assigned medical center.
Serves as the Medical Center manager and subject matter expert for revenue related issues from both CPAC and Medical Center staff.
Provides revenue utilization review support, address revenue reported issues, and address OI&T issues as needed.
Serves as the revenue educator for Veterans on service connection (SC) and/or special authority SA, repayment plans, hardships and waivers.
Exercises judgment in assessing the financial position of the revenue program and areas affecting revenue generation.
Analyzes potential revenue sources within the Medical Center and ensure that all MCCF billing and collections guidelines are strategically followed.
Analyzes the active first and third-party accounts receivable for a given period with respect to the values of outstanding accounts receivable greater than 90 days old.
Work Schedule: 40 hours per week, Monday - Friday.
Telework: May be authorized for some days per Pay Period, after successful completion of training, supervisory approval, and agency policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyzes information from the Non-VA/Fee Program through the Fee Basis Claims Software (FBCS), Fee Payment Processing System (FPPS) Tri-west PC3 Portal.
Assesses the financial position of the revenue program and areas affecting revenue generation.
Develops and implements programs to effectively manage patient accounts, identify potential billable cases, and optimize collections.
Performs auditing duties associated with either financial or operational audits of the revenue program and reviews the program's degree of compliance with sound fiscal internal control and quality management.
Communicates frequently with Attorneys, legal offices and Regional Counsel regarding legal cases.
Participates in ad hoc meetings/committees/workgroups with Chiefs of Service, Administrative Officers, Department Heads, Compliance, Revenue.
Develops and provides monthly reports
