About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.

Duties

Serves as a Supervisory Program Officer for various Acquisition (ACAT) I, II and/or III programs within the Project/Product Managers (PM) Office. Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project. Evaluates financial resources in light of the technological capabilities available in the commercial marketplace. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project. Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of supporting contractor teams. Briefs senior level management, Office of the Secretary Defense and the Department of the Army (DA) on status of the assigned programs. Performs the full range of administrative and technical supervisory duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time both CONUS and OCONUS.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
  • This is a Critical Acquisition Position (CAP).
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe at least one year of specialized experience at the NH-03 (GS-13 or equivalent) level in the Federal Service, which includes work that involves: (1) develop plans and operations of acquisition of assigned program(s) to include plan, program, and budget for projects; (2) develop procedures relating to financial management, acquisition, and logistical support for the hardware, software, supplies, and other service required by the project;(3) oversees the preparation of Request of Proposal, Statements of Work, Contract Data requirements list, specifications, and acquisition and evaluation plans;(4) develop regulatory documentation specifically for the project and recommend appropriate actions to obtain approval;(5) prepare and present information decision briefings; and (6) evaluate acquisition processes including development, test and evaluation, contracting, production, and financial management. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 ( or GS-13 equivalent).
