About the Position: Serves as a senior staff analyst/advisor in the Office of the Deputy Chief of Staff,G-3/7, Headquarters, Department of the Army, participates in all aspects of the Army Planning, Programming, Budgeting, and Execution (PPBE) Process.
Duties
Identify problems, conducts analyses, develops alternatives, and provides recommendations, to Senior Army leadership.
Work independently to solve complex problems and recommend solutions that arise in the prioritization and integration of Army requirements.
Develop and perform trade-off analyses between competing programs to balance the Army's total obligation authority with both new and established priorities.
Analyze detailed data within the Army's program to ensure that appropriate resources have been allocated to each program and that resources of related programs are compatible in scope and sufficiency.
Participate in the coordination and development of analyses of various Army programs and their resource implications in terms of the total Army program and the POM.
Review, analyze, and integrate data to develop recommendations with respect to continuing, expanding, reducing, or eliminating various programs at resourcing decision points within the (planning, programming, budgeting, and execution) PPBE cycle.
Participate as the ODCS,G-3/7 representative in ad hoc study groups with representation from various staff agencies.
Present briefings to the DCS,G-3/5/7/ADCS,G-3/5/7) in preparation for meetings of other Senior Army Leaders and various HQDA committees, Program and Budget Committee (PBC), Senior Review Group (SRG) and Army Resources Board (ARB), as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Personnel will be subject to periodic and random drug testing in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position may require temporary duty (TDY) travel up to 10% of the time.
- Must be able to obtain and maintain a Secret clearance.

GS-12 Specialized Experience: One year of specialized experience which includes: reviewing data to ensure the efficiency of program operations; collaborating with the organization to identify administrative problems, and analyzing programs such as budget programs to provide recommendations to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes: evaluating programming and budgeting of management resource issues; utilizing automated systems to analyze data; and conducting briefings to leadership for programs such as budget programs.- This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
GS-14 Specialized Experience: One year of specialized experience which includes: advising senior leaders on planning, programming, and allocation of resources; reviewing program requirements to determine the impact on programs; and managing the planning, programming, budgeting, and execution (PPBE) process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
