About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as a Network Analyst on a U.S Army Cyber Protection Team (CPT) in the U.S. Army Cyber Protection Brigade (CPB). Serve as DCO network analyst whose responsibilities include the development of Army/DoD defense countermeasures, threat/vulnerability analysis, friendly network forces prioritization, operational assessment, and threat mitigation. Survey and evaluate network traffic, identify baselines to facilitate locating adverse network trends, anomalous traffic, or malicious cyberspace activity (MCA). Utilize hands-on knowledge and experience installing, operating, maintaining, configuring, testing, and securing hardware and software-based routers, switches, firewalls, and various operating systems. Coordinate with network owners, local network defenders, and CSSPs to develop methods for the timely and accurate reporting and implementation of defensive countermeasures. Monitor and analyze network traffic, connectivity, and performance utilizing remote connectivity to embedded sensors or unit provided packet captures. Develop and implement network backup and recovery procedures on Deployable Defensive System-Modular (DDS-M) consisting of laptops, passive and active sensors, and analytic capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
  • This position is classified as IT access level IT-I (Privileged User) and Sensitivity Matrix for TS/SCI is Special sensitive, Tier 5.
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Personnel assigned to work in an NSA facility may be required to obtain and maintain access to NSA facilities and networks.
  • May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.
  • Position is subject to situational or ad hoc telework. Telework agreement required.

Basic Requirements for Information Technology Specialist (INFOSEC/Network Services): To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by utilizing cyber defense and vulnerability assessment tools, including open-source tools, and their capabilities; executing intrusion detection methodologies and techniques for detecting host and network-based intrusions via intrusion detection technologies; providing advice and guidance on defense-in-depth principles, cybersecurity principles, and network security architecture; analyzing and interpreting all facets of the general kill chain (e.g., foot printing and scanning, enumeration, gaining access, escalation of privileges, maintaining access, network exploitation, covering tracks); and analyzing incident responses and handling methodologies. Applicants utilizing experience to qualify must have specialized experience that includes, or is supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: 1.
