About the Position: This position is located at the US Army Tank - Automotive & Armaments Command, Program Manager Light Armored Vehicles Office (PM LAV) in Warren, MI. PM LAV is a U.S. Marine Corps Board Select 0-6 program staffed by Department of Army Acquisition Professionals. The Program Office diretly reports to the Marine Corps Program Executive Office Land Systems. This office perform all acquisition functions for life cycle support.

Duties

Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the projects managed by the office. Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on the best courses of action. Evaluates financial resources in light of the technological capabilities available in the commercial and defense marketplaces. Ensures review and, if necessary, rewrite or develop regulatory documentation specifically for the project. Identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition projects. Coordinates the efforts of matrix support activities to ensure that an integration implementation plan is executed. Assists in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans, acquisition strategies, and evaluations plans. Performs contract administration by conducting contractor programs reviews, approving data items, waivers/deviations, and engineering change proposals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • ACQ Back to Basics: Advanced (formerly Level III): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management-A) certification within 48 months as of entrance on duty.

Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: (1) Managing system design, development, acquisition planning and programming; (2) Executing or coordinating all aspects of the acquisition process (such as development, testing, system integration, production, sustainment and product improvement); (3) Tracking and monitoring cost, schedule and performance of project/programs or products; (4) Directing the development of contract strategies, Statements of Work (SOW), Request for Proposals, source selections, technical evaluations and contract negotiations; (5) Preparing and presenting information decision briefings; and (6) Supporting Program Objective Memorandum (POM) planning, cost estimating, budgeting, program integration and oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back to Basics: Advanced certification (formerly Level III): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management-A) certification within 48 months as of entrance on duty.
