The Primary Purpose of the Position is: To provide routine technical and administrative support to the Administrative Officer and Service Chief for Pathology and Laboratory Medicine Service (P&LMS). Position will be the Section Safety Representative and alternate Timekeeper.

Duties

Duties include but are not limited to the following: Coordinates the full time and part time Staff Physician and Fee Basis staff hiring, scheduling, and credentialing/privileging process for P&LMS. Informs physicians of the employment requirements, checks availability schedules; collates and coordinates prospective coverage dates, arranges possible coverage options, and assists the Chief, P&LMS in making the final schedule. Affirms and assures that coverage was provided and maintains timekeeping data for staff physician and Fee Basis personnel. Coordinates with Human Resources, Credentialing Office, and Chief of Staff Office to prepare required correspondence for credentialing of staff and fee basis providers to ensure they meet the initial requirements for credentialing, have submitted the necessary documentation, are given adequate service level orientation, and are paid in a timely manner. Maintains Human Resources six-part folders for all P&LMS staff and Fee Basis personnel. Coordinates and facilitates admission process for new pathology residents, escorting residents to appropriate offices around the VA campus. Prepares and distributes on-call and rotation schedule for pathologist and pathology residents and posts to intranet website. Prepares travel arrangements for laboratory employees as needed. Performs extensive research in multiple databases to compile pertinent data for quarterly reports submitted to P&LMS Quality Management and to Quality, Safety, and Value Service regarding active staff and fee basis providers, performance measure data, and Executive Office dashboard requirements. Assists patients and their families, staff, employees, service officers; local, state and federal officials; or any individual requesting assistance from the Office of the Chief. Provides backup assistance in the absence of the Supervisory Management Assistant for P&LMS. Serves as office administrative assistant with regards to VISN and local VANTHCS suspense control and workload flow. Additionally, handles receipt, logging, and delivery of all accrediting agency proficiency surveys. Coordinates all responses to accrediting agency relating to proficiency testing. Assists Quality Assurance Technologist with maintaining quality assurance data and worksheets required by regulatory agencies such as College of American Pathologists, Joint Commission, and VACO P&LMS Program Office and National Enforcement Office. Much of this activity will require extensive use of computer applications, particularly complex spreadsheets. The incumbent must be able to use independent judgment pertaining to the most appropriate method for maintaining required data. Receives, schedules, refers, and contacts P&LMS employees, other staff outside the service including Service Chiefs, and members of the Executive Office of VANTHCS. The incumbent receives and screens all incoming phone calls and visitors for the, Chief and directs them to the individual who can provide the needed information. Manages and provides budget support functions: Compiles, gathers, and maintains financial data and initiates purchasing for equipment and other supply needs: for P&LMS's Dallas, Fort Worth, and Bonham laboratories. Analyzes operational procedures in order to make recommendations for improvements or reducing costs. Updates or modifies standard operating procedures to simplify work. Generates statistical tabulations and/or graphic representation of data as required to support above referenced programs. Instructs clerical employees in specific tasks and job techniques and reviews written instructions for currency and completeness. Makes day-to-day adjustments based on laboratory priorities. Provides training to new clerical staff on established procedures and practices particular to their individual duties and instructs in revised or new procedures as necessary. Maintains a current knowledge of procedures, policies, and directives and answers employees' questions. Resolves complaints. Performs office automation troubleshooting related to user hardware and software application. Provides computer training on various software applications as necessary. Codes, enters, and verifies data keyed into automated systems. Advises other clerical employees and staff pathologists on anatomic pathology applications in DHCPNISTA. Work Schedule: Mon. - Fri. 8:00 a.m.-4:30p.m. Tours can change to meet the needs of the section. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform administrative and clerical work in support of the office. Operation of reproduction equipment, typing, record keeping, and filing procedures. Use office software and hardware to create spreadsheets, compile reports, data processing, correspondences and other documents. Working knowledge of Microsoft Office programs. Coordinate staff hiring, employment requirements, scheduling, and arrange coverage options. Monitor and report time and attendance to ensure employees are paid in a timely manner. Communicate office functions and requirements. Receive and screen all incoming phone calls routing call to the appropriate person. Provide customer service to visitors, patients and their families, staff, employees and service officers. Manages and provides budget support functions: Compiles, gathers, and maintains financial data and initiates purchasing for equipment and other supply needs. You will be rated on the following Competencies for this position: Computer Skills Medical Information Clerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent is required to sit most of the day with some walking, standing, bending, and carrying of lightweight items. No special demands are required.
