The incumbent serves as the integrator that coordinates the business process, data analysis, and software functions. The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level. The incumbent coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance.

Duties

Duties may include, but are not limited to the following: Provides supervision at first and second levels for employees responsible for financial and administrative work in support of the facility community care office. Discusses, investigates and responds to employee grievances to resolve conflicts. Employee represents management at labor management meetings, provides information, and resolves conflicts and/or issues that may arise and assures management officials are familiar with the negotiated agreement. Provides advice to management and program personnel on budgetary and finance issues. Performs as an expert in budgeting and financial management on a large departmental level. Prepares presentation materials for budget submission as needed to the Medical Center budget committee and participates in budget presentation. Assures all standards of regulatory and accrediting agencies are continuously met in full. The employee prepares all necessary documentation for accreditation process. Takes the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to resolve problems. Participates in the analysis and interpretation of workload and other data used in resource planning. Establishes performance standards for quality and productivity. Performs other duties as assigned by management. Work Schedule: Monday - Friday, 8:30am - 4:30pm. Subject to change based on agency needs. Telework: Not eligible for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide administrative support such as being the first point of contact and routing information for hospital technology systems. Process and review medically relevant documents to include information technology access and software documents, medical records, or administrative records for completeness and accuracy. Utilize electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in adjudication and/or to accomplish time or case management functions. Experience with healthcare privacy standards (HIPPA), healthcare cybersecurity regulations, and medical records compliance. Experience with Microsoft Office Suite applications such as Word, Excel, PowerPoint, Outlook, Teams. Oversight and administrative management such as human resources management, supervisory experience, budget and finance, management and program analysis, space, labor relations, and performance improvement. Preferred Experience: Supervisory experience. Knowledge of Community Care/Integrated Veterans Care, consults and consults process. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
