This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This IT Specialist (INFOSEC/PLCYPLN) position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors Project Manager, Terrestrial Sensors Force Protection Systems, located in Fort Belvoir, VA.

Duties

Serves as an Information System Security Officer (ISSO) required to assess cybersecurity threats, identifies applicability, performs risk assessments, mitigation, and required documentation for assigned systems and programs. Plans, organizes, and executes extensive development efforts for organizations engaged in broad programs of applied research and development. Performs work involving new cybersecurity concepts and ideas for equipment in achieving particular missions and goals, technological trends, significant advancements in operational and mission requirements. Maintains extensive contacts with key cybersecurity officials, other government agencies, industry, universities, research organizations and design agents in scope of the program and the nature and effect of the determinations required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • Business travel required up to 15% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade NH-032/GS-13 or equivalency which includes: (1) Ensuring all requirements for the System Security Plan are implemented in the Risk Management Framework, documented, and entered in eMASS and assigned systems are certified, accredited, and compliant with Federal Information Security Modernization Act (FISMA) requirements. (2) Planning, coordinating and scheduling system security control assessments in a timely manner. Verifying and confirming self-assessment requirements and other assessment prerequisites are completed prior to assessment date. (3) Preparing, distributing, and maintaining cybersecurity plans, instructions, and standard operating procedures (SOP's) for systems under your purview. (4) Implementing, enforcing, and maintaining awareness of all DoD Information System (IS) and Platform Information Technology (PIT) system cyber security requirements, policies, and procedures. (5) Assisting the ISSM-O or designee in meeting their duties and responsibilities and performing all ISSO duties and responsibilities This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
