Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Specialist (Employee Relations/Labor Relations). Duty Locations: Boise, Idaho Location Negotiable (See Requirements section) This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-CPN-23-MP-12118144-OPM.

Duties

Provides guidance and assistance to management and employees on employee and labor relations matters. Obtains approval and takes action on employee-management relations matters. Investigates, evaluates results, maintains appropriate documentation, and reports findings. Assists supervisors and managers in resolving employee/management relations and recommends appropriate courses of action. Assists supervisors and managers by dealing with employee and union grievances, unfair labor practices, interpretation of negotiated agreements and decisions of the Federal Labor Relations Authority. Advises on grievances and appeals, adverse actions, employee discipline, performance evaluation, sick leave, employee motivation/morale, and harassment and discrimination complaint issues. Advises employees on issues beyond the scope of solution at supervisory levels. Advises both management and employees during discipline and adverse actions. Prepares disciplinary/adverse actions, ensures compliance with requirements and recommends alternate actions as necessary to provide uniformity within regulations.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: For the GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Providing advice to management and employees on a wide variety of laws, regulations, and processes associated with labor and employee relations; 2) Researching and interpreting Federal laws and regulations regarding disciplinary and adverse actions; and 3) Interpreting labor management agreements in private or federal sector and assisting with negotiations. (Note: Your resume must support your response). OR Education: Successful completion of completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.M. if related in such fields as Human Resources Management, Business Administration, or any other similar degree for which such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts with your application). OR Combination: Successful completion of a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree and the combination is equivalent to the total requirement of this position. To calculate, first determine your total qualifying experience as a percentage of the experience described above; then determine your total qualifying graduate level education as a percentage the education required. Add the two percentages. The total percentage must equal to at least 100%. NOTE: When combining specialized experience and education, only units in excess of the first two years (36 semester hours or the Master's level) may be used to meet the educational requirement. (NOTE: You must submit a copy of your transcripts with your application). For the GS-12: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1)Providing technical advice to all levels of management and employees on a wide variety of laws, regulations and processes associated with labor and employee relations matters including but not limited to disciplinary and adverse actions, grievances and appeals, complaints, performance management, leave, collective bargaining agreement violations actions; representing management in dealings with union officials, appeals, and multiple third party actions; drafting official documentation for ER/LR cases; 2) Applying conflict resolution techniques to resolve highly charged, emotional ER/LR situations; 3) Responding to proposed ER/LR charges as a technical advisor to management; 4) Conducting administrative investigations and reporting findings; developing and conducting ER/LR training; 5) Participating in the development of contract negotiation proposals and strategies; and 6) Serving as chief negotiator or member of negotiations team on labor agreements.. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
