Duties

Plans, organizes, and directs the activities of their team, ensuring that the staffing, position management, pay, and management analysis work complies with legal and regulatory requirements and meets customer needs. Provides technical direction and interpretative guidance to assigned staff, assuring compliance and conformity with applicable laws, rules, regulations, and delegated authorities. Assigns work to employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs Develops recruitment strategies to address specific resource or program needs. Establishes work procedures, processes, and methods for the accomplishment of work activities. Trains managers and HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 grade level. Examples of specialized experience include: Researching and applying a wide range of Recruitment and Staffing concepts and policies Providing human resources advice and guidance to managers, supervisors, employees, and applicants Developing job analysis and crediting plans Reviewing applicant qualifications in various types of professional, nonprofessional, and wage grade series for rating/ranking, and referring eligible candidates for employment consideration Developing written standard operating procedures or practices There is no education as a substitution at the GS-12 and above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
