Duties
Provides leadership and supervision to the DOI FIRES Program staff.
Plans and assigns work, advises on program goals and objectives; determines priorities and adjusts assignments as needed, sets performance standards, determines training needs and evaluates performance.
Provides advice to selecting officials regarding recruitment methods. Explains technical regulations and ensures that all recruitment processes meet regulatory guidance.
Provides advice and guidance to participating Bureau Human Capital Office officials on all areas of the DOI FIRES Program.
Advises management on the regulatory and legal requirements of the program and maintains supporting documentation.
Develops vacancy announcements, and issues referral certificates.
Makes applicant/candidate qualification determinations in accordance with OPM qualification standards and established rating schedules.
Adjudicates Veteran’s Preference and ensures applicants meet appointment eligibility requirements.

Qualifications
Specialized Experience:

To qualify for the GS-12 grade level, 1 year of creditable specialized experience equivalent to the GS-11 that equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the Lead Human Resources Specialist is required. Examples of work experience include, but are not limited to:
Researching, interpreting, adapting, and applying human resource laws, personnel regulations, Executive Orders, policies, practices and procedures, and precedents pertaining to staffing, recruitment and placement.
Planning and assigning work, advising on program goals and objectives, determining priorities and adjusts assignments as needed,
Providing leadership coordination to support an effective and efficient program and providing senior level advice and guidance to participating bureau (or Program) officials.
Explaining technical regulations and ensures that all recruitment actions meet regulatory guidance.
Assisting with developing job analysis and crediting plans.
Reviewing applicant qualifications in various types of professional, nonprofessional, and wage grade series for rating/ranking, and referring eligible candidates for employment consideration.
Utilizing automated staffing and recruitment delivery systems.
Developing/updating standard operating procedures for consistency in various human resources programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There is no education as a substitution at the GS-12 abnd above.
There are no qualification requirements for a DETAIL assignment. However, employees must meet any positive education/licensure requirements (if applicable) in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
