This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, Branch of Human Resources, DOI Fires located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/
We expect to fill 1 position at this time; however, additional positions may be filled from this announcement if they become available.
Duties
Provides leadership and supervision to the DOI Fires Program staff.
Plans and assigns work, advises on program goals and objectives, determines priorities and adjusts assignments as needed, sets performance standards, determines training needs, and evaluates performance.
Provides senior level guidance to multiple participating bureau officials regarding the DOI centralized temporary recruitment program for fire-related positions.
Provides advice and guidance to participating bureau HR Offices on all areas of the DOI Fires Program.
Provides training and educational/informational presentations to constituents and staff.
Advises management on the regulatory and legal requirements of the program and maintains supporting documentation.
Guides staff regarding applicant/candidate qualification determinations in accordance with OPM qualification standards and established rating schedules.
Provides guidance and instructions to staff for issuing vacancy announcements and selection certificates.
Provides advice to selecting officials regarding recruitment methods and technical regulations.

Qualifications
Specialized Experience:

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
Researching, interpreting, adapting, and applying human resources laws, personnel regulations, Executive Orders, policies and procedures, and practices and precedents pertaining to staffing, recruitment and placement;
providing advice and guidance to managers, supervisors, employees and applicants;
advising management on temporary recruitment methods and strategies;
developing job analyses and crediting plans;
making presentations to constituents and providing training to staff and customers;
making and adjudicating eligibility and qualification determinations under delegated examining for various GS and wage grade series, to include Veteran's Preference adjudication;
utilizing automated staffing and recruitment systems;
analyzing and resolving uncommon recruitment and placement issues;
and developing/updating standard operating procedures for consistency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.
