The incumbent serves as Scheduling Section Chief (Ambulatory Care Processing Lead) for Health Administration Service at the Richard L. Roudebush VA Medical Center (RLRVAMC). The primary purpose of this position is to improve the quality, efficiency, and effectiveness of Health Administration Service and programs necessary to achieve the highest level of patient care.

Duties

Incumbent serves as the Medical Administration Specialist of the Ambulatory Care and Processing (AC&P) Branch of Health Administrative Service at the Richard L. Roudebush VA Medical Center (RLRVAMC). In this position, you will serve as Medical Administration Specialist. Typical work assignments include: Provides technical advice and expertise to the RLRVAMC and management concerning patient processing activities and legal entitlement/eligibility for services. Serves as a point-of-contact at the outpatient clinics to assist in answering inquiries related to patient processing activities, scheduling and share information pertaining to recent VHA directives, handbooks or policies having direct impact on patient processing and scheduling. Responsible for the daily program planning, future planning and administration of Health Benefits Unit, Medical Support Assistant Float Pool, MSA Training, and outpatient clinic operations at the Indianapolis VA West Tenth Street (WTS) location. Assigns work requirements to ensure adequate coverage/staffing is available, coordinates activities, maintains workflow, ensures consistency in system operations, and resolves complex technical work issues not covered by established policies and/or VHA directives Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts. Responsible for constant surveillance, evaluation, and planning to ensure compliance with agency and regulatory agency safety requirements for the various clinic and procedure areas for Health Administration Service. Maintains overall administrative clinical management for the section. This may include interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Analyzes functions requires to accomplish the efficient processing of applicants, patients requiring care, determination of eligibility for medical, dental and medications and assigns priorities to ensure timely processing. Establishes operating guidelines for and coordinates activities of subordinate supervisors relating to organizational structure, performance standards, work review and reporting to higher levels of management. Directly responsible for the personnel management and program management of Health Benefits Unit, Medical Support Assistant Float Pool, MSA Training, Scheduling and outpatient clinic operations at the Indianapolis VA West Tenth Street (WTS) location and responsibilities of frontline or subordinate supervisory staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service performing the following duties: Examples of specialized experience include but are not limited to: supervision and oversight of the planning, directing and managing of the administrative support activities; planning, scheduling, and conducting projects and studies for analysis and evaluation of work operations; resolving difficult and highly complex problems involving staffing, equipment and budget costs; knowledge and experience in information privacy laws, access, release of information, and release control technologies; skill in data validation processes; and staff recruitment and training. (This experience must be supported by your resume to be creditable.) You will be rated on the following Competencies for this position: Administration and ManagementBudget AdministrationOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, folders, forms, and miscellaneous supplies to various locations within the HCS for meetings. The incumbent frequently walks to various parts of the health care system including patient care areas.
