You will serve as a FINANCIAL MANAGEMENT ANALYST in the Budget Formulation & Execution Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will analyze and reconcile financial data and reports for accuracy and reliability in accordance with appropriate laws, rules and regulations.
You will analyze financial management system deficiencies to recommend corrective action.
You will monitor development of financial reports to track status of obligations and committed funds.
You will analyze and recommend costs and benefits of alternative methods of financial management.
You will formulate budget and estimates to support plans, programs, and activities.
You will review and issue Budget Allocation (BA) Controls, assist Business Lines/Support Lines Program Analysts, execute fiduciary and funds control processes.
You will resolve labor allocations and corrections, review and reconcile appropriations, and respond to NAVFAC HQ data calls.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding;
2) Formulating budget estimates for programs;
3) Interpreting and applying budgetary policies, precedents, procedures, and regulations;
4) Monitoring, data gathering, reviewing, reconciling, and reporting of financial transactions to ensure accuracy of account balances;
5) Providing specialized assistance and overall support to members of a division, branch, or component personnel;
6) Planning daily workload to be accomplished by the staff and applying a wide range of methods to improve upon the effectiveness of work methods, processes, and procedures;
7) Utilizing automated budgetary systems to analyze and reconcile financial data and reports for accuracy.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree;
or
3 full years of progressively higher level graduate education leading to such a degree;
or
LL.M., if related;
or
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
