The incumbent serves as the Medical Administration Specialist for the Health Administration Service (HAS) at the VA Augusta Health Care System. The primary focus includes providing training on: Vista scheduling package functions, electronic waiting list, eligibility and enrollment, means testing, beneficiary travel, encounter management reporting, clinic set up procedures, customer service, new HAS initiatives, directives, and processes, mandatory training and informational training material.

Duties

Duties include but are not limited to: Comprehensive knowledge of Service Line information and technology systems Managing and troubleshooting software to meet Veterans Health Administration's deadlines for VA request. Providing standardized training for software, developing custom training resources/materials, or distributing training information to staff. Training new or current employees in all facets of Scheduling, Patient Care Encounters and other administrative Health Administration Service programs. Training in all Admission/Discharge/Transfer processes and Ward Administration functions. Training in correct usage of the Electronic Wait List, Beneficiary Travel processes, and Health Information Management procedures. Providing refresher or remedial training to individual users (with various learning styles) on daily operational tasks to staff, supervisors, providers, or nurses of the facility. Trains Service Line employees and other facility employees in the use of Patient Information Management Systems (PIMS) programs, such as scheduling and utilization management to ensure that data is entered correctly and optimizes clinic utilization. Trains users in resolving minor processing, procedural, or equipment problems. Provides the VAAHCS with complex subject-matter expertise on every component of the VistA Scheduling Package. Advising Office of Information and Technology (OI&T) of initiatives for hardware and software needs that impact or involve the Service Line. Assisting in the implementation & roll-out phases of all new software, equipment, or systems that impact the Service Line. Coordinates the updating development, and publishing the written policies and procedures that impact the Service Line. Independently designs and implements training programs to educate the facility staff on operations, functions, policies, procedures, directives and national initiatives corporate-wide. Collects and maintains listings and knowledge of individual task needs to determine and adjudicate system/menu access for staff. Completes new employee requests for computer and system access. Develops the HAS training plan each fiscal year. Develops the HAS monthly training calendar. Serves as the facility's Scheduling Auditor Lead, and as such is responsible for performing L1 and L2 audits, reporting on scheduling accuracy, and developing control mechanisms. Manages applications of VetLink, Consult Tracking Manager, Insurance Capture Buffer, VEText, and Cisco Jabber/Finesse, with particular emphasis placed on improving care. Developing new and innovating reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Analyzing menu access and profiles, and resolves conventional problems and situations that will directly affect facility efficiency of administrative programs and/or functions. Conducts and evaluates all levels of employee training needs assessments in order to provide guidance to Service Line management and supervisory staff. Track employee education and training hours utilizing established computer system software, Talent Management System (TMS). Work Schedule: Monday - Friday, 08:00am-4:30pm (subject to change based on agency needs) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. FFor a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of qualifying experience: Developing training programs, writing policies and procedures, developing, reviewing, analyzing, implementing, conducting, and evaluating structured training courses and programs related to Health Administration Service (HAS) subject areas (such as such as: Eligibility, /Enrollment, Access to Care, Beneficiary Travel, Scheduling, Ward Administration, Admissions/Discharge/Transfers, Special Programs, Decedent Affairs, Telephone Communications, Scanning, Release of Information, Insurance Collection, Privacy, Records Management, Consult Management, Non- VA Care Program), as well as training on new directives, systems, or and processes that are developed or published which may impact the within HAS sections/units and/or with other services of the facility, Scheduling Auditing, providing subject-matter-expertise related to all components of a scheduling program, or development of new digital tools via Microsoft Power Platform architecture. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. You will be rated on the following Competencies for this position: Administration and Management Auditing Education and Training Organizational Stewardship Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but requires some walking, bending, stooping and carrying of light objects such as: manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
