Duties
Establishes directorate security, fraud, waste, and abuse policies, preventative measures and actions necessary to protect resources and safeguards information.
Reviews security safeguards in existing and proposed systems to ensure vulnerability is minimized through maximum use of hardware and software features available to protect data and DFAS systems.
Participates with other analysts, data processing personnel, and financial personnel in gathering facts regarding subject matter
process, pay systems and production requirements and related matters.
Assists in conducting management and procedural compliance reviews of operational problems, and functional military/civilian pay, entitlement, collection and disbursement information in order to improve world-wide support.
Conducts risk analysis to determine vulnerability and integrity of Automated Data Processing (ADP) systems and develop recommendations to reduce or eliminate risks.
Analyzes systems concepts, specifications, and trouble reports to determine impact on assigned functions, feasibility, and interaction/interrelationship with other subsystems.
Receives requests for User ID’s to appropriate systems, consolidates requests, determines correct access for the position, investigates and initiates action on prior access.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level, GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07 Specialized Experience is defined as: Experience utilizing general system operating practices to perform provisioning work and facilitate systems security operations; gathering relevant data, brainstorming alternative solutions, and discussing system security processes.
GS-09 Specialized Experience is defined as: Experience researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.
GS-11 Specialized Experience is defined as: Applying financial management to the design and development of financial or accounting systems; designing automated systems using appropriate principles, techniques, policies, and regulations; and providing technical advice regarding financial or accounting system operating problems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement as follows:
To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher in the Federal service.
To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.

Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
