This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for planning, administering, coordinating and evaluating the effectiveness and efficiency of HR programs and associated administrative procedures and recommend and coordinates improvements.
Duties
As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Plan, administer, coordinate and evaluate the effectiveness and efficiency of HR programs and associated administrative procedures and recommends and coordinates improvements.
Provide complex analysis of HR program management and process support, and technical consultation to HR personnel, DTRA personnel, and to other outside agency personnel on human resources program development, implementation and monitoring.
Identify, formulate, manage, review, interpret, analyze and evaluate HR programs and required resourcing.
Manage and recommend to HR leadership specific requirements for resources (funding, personnel, materials, and infrastructure) through an assessment of historical execution, trends, current and future HR and agency activities.
Serve as Contracting Officers Representative on assigned acquisition actions. Provides guidance and advisory service to HR personnel on the Directorate's acquisition efforts.
Monitor contracts within assigned area of responsibility for expenditures and to ensure work is being accomplished as written in the contract.
Approve invoices, develops annual reports and coordinates with acquisition personnel/Contracting Officers and contractor parent companies for adjustments, modifications and/or corrective actions, as needed.

- Must be able to obtain and maintain a TOP SECRET security clearance.
- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience as a technical expert in leading a Directorate's financial resources programs which impact day-to-day operations of the directorate.
Experience managing administrative processes, contractor support and resource allocations to ensure ability to continue the mission supporting the Agency.
Experience preparing Program Objective Memorandum (POM) information to develop strategic budget planning documents.
Serve as Contracting Officers Representative (COR) on assigned acquisition actions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
