The Primary Purpose of the Position Is: To direct and perform all admlnlstrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, and a varlety of related admlnistrative matters In support of the Cardiology Sectlon. The Organizational Location of the Position is: Cardiology Section, Medical Service, VA North Texas Health Care System, Dallas, Texas.

Duties

Implement administrative policies and procedures for the Cardiology Section. Propose Improvements to administrative directives and policies. Discuss pertinent Issues with the Cardiology clinical staff and administrative employees to determine the impact on new or revised guidance on current Section operations. Provide advice and guidance on the Interpretation and application of administrative directives and instructions, Analyze management plans to determine the Impact on administrative processes. Based on day-to-day observations, analysis of work processes, and special studies, Evaluate the Cardiology Section's program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts Provide advice and guidance for Improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Advise Cardiology Section managers, supervisors, and employees on the Interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas Ensure that performance ratings are submitted In accordance with regulatory and procedural guidelines. provides human resource advisory services to managers, and handles matters Involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances etc. Collect supportive data In matters pertaining to disciplinary actions and grievance procedures for the Chief or for recommending action as appropriate. Discuss, investigates, and responds to grievances pertaining to the Cardiology Section. Makes decisions on work problems presented by section supervisors, recommends changes in position descriptions or functional statements, etc. Implement improvements to eliminate barriers to workflow, promote courtesy and teambuilding. Provide technical and administrative supervision for two (2) Medical Support Assistant, Exercise human resources responsibility for the administrative support positions by Initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives; planning and assigning work, and maintaining accurate and current position descriptions. Set priorities and establishes schedules; evaluates performance, recommends promotions and awards; approves requests for leave; identifies training needs; keeps employees Informed; provides counsel; and recommends disciplinary action as required Work Schedule: Full-Time; Monday-Friday 8:00 am - 4:30 pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023 .Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For the GS-11, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Communication Customer Service Financial Management Leadership Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations.
