About the Position: This position is located with USAJFK SPECIAL WAREFARE CENTER & SCHOOL, at Key West, FL. Duties

Attend formal meetings and briefings to provide information and discuss in detail any and all construction related events. Provide recommendations to the Commander on facility-related priorities and prepare justification correspondence to higher HQs. Performs engineering studies to determine utilization of space, program budgeting, life cycles of equipment and components. Organize internal working groups to develop construction work plans. Provide oversight on work order coordination for all assigned facilities. Advise on the practicality of building additions, utilization of available infrastructure, and maintenance of existing facilities Prepare correspondence for all actions requiring funding approval. Attend design conferences for all engineering projects. Oversee construction budgets; track funds and progress of construction initiatives Apply fundamental knowledge and application of multi-engineering disciplines and construction techniques, including those deviating from standard engineering practices. Coordinates with program managers regarding the basic contents to be included in designs, specifications, and quality assurance surveillance plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY travel is required 10% of the time.
  • Work requires regular and recurring visits to construction sites, involving considerable walking, stooping, bending and climbing, as well as occasional moderate lifting (16-44 pounds).
  • Work is performed primarily in an office setting, with numerous visits to project sites. Is required to wear and/or use protective clothing or equipment in accordance with established health and safety regulations and SOPs.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes experience 1) providing recommendations to the Commander on engineering priorities, major and complex issues concerning the specific engineering needs. 2) Planning, developing, coordinating, and overseeing within a command. 3) Performing engineering studies to determine utilization of space, program budgeting, life cycles of equipment and components. 4) Applying fundamental knowledge of multi-engineering disciplines and construction techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities ManagementFacilities Procurement and Contract ManagementFacilities Requirements Analysis and Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
