This is a developmental position, GS-07/09/11. Management may select at either grade level. The full performance grade is GS-11.
Duties
At the developmental level (GS-07/09), you will perform assignments under closer than normal supervision. The full performance level (GS-11) entails the following duties:
Provide assistance to directors, the Chief of Staff, Commandants and Deputy Commanders on manpower adjustments and the administration of performance management.
Prepare the Table of Distribution and Allowances (TDA) and the Mobilization Table of Distribution and Allowances (MOBTDA), manpower, equipment, and force management requirements.
Compile statistical data as necessary of methods, procedures, or organization designed to evaluate and improve manpower and equipment utilization and control.
Analyze and evaluate actual effectiveness of manpower and civilian personnel management programs.
Analyze changes in manpower and equipment requirements, organizational changes and resources and provides recommendations to management for distribution of resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- Temporary Duty (TDY), approximately 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience for GS-07: One year of specialized experience which includes gathering data in the area of manpower or personnel management and utilizing automated systems to retrieve information and/or prepare reports for briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
Specialized Experience for GS-09: One year of specialized experience which includes developing recommendations and supporting rational relating to manpower allocations and preparing statistical reports from information gathered from studies and/or surveys for the forecasting of program requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Specialized Experience for GS-11: One year of specialized experience which includes compiling, reconciling, and/or correlating data regarding manpower and equipment resources and programs; conducting analytical studies in the areas of manpower and personnel management to determine the validity of adjustment requests and/or changes; and making recommendations regarding the allocation of manpower resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
This position allows for the substitution of education for the specialized experience requirements listed above.
For the GS-07 level, the following education can be substituted for specialized experience:
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Economics, Accounting, Finance, Statistics, Mathematics, or field related to the position. (NOTE: You must attach a copy of your transcripts).

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled.
Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. For the GS-09 level, the following education can be substituted for specialized experience:
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Economics, Accounting, Finance, Statistics, Mathematics, or field related to the position. (NOTE: You must attach a copy of your transcripts).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. For the GS-11 level, the following education can be substituted for specialized experience:
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Economics, Accounting, Finance, Statistics, Mathematics, or field related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
