About the Position: The Chief Technoloy Officer reports to the United States Army Special Operations Command Commanding General (CG), through the Director, Force Modernization, and is responsible for fielding, researching, acquiring, implementing, and monitoring new technologies. This is a TERM Not to Exceed 03 Years position. This position may be made permanent without further competition.

Duties

Develops, plans, coordinates, and implements policy in Chief Technology Officer specific areas. Develops cyberspace plans, strategy, and policy to support and align with organizational missions and initiatives. Develops and maintains road maps for short and long-term goals related to internal and external research and development, technological industry advancements, application processes, infrastructure, and equipment to achieve the vision. Provides professional and technical engineering expertise on a full range of engineering technology functional areas that occur in Integrated Product Teams and Combat Development efforts. Serves as the Command Chief Technology Officer to the senior leadership, Joint Staff, Defense Department, the Services, our allies, and industry. Advises the Commanding General, Commanders, Directors, and members of the Command Staff on problems involving the relationship and enterprise approach to solving complex technology issues. Assigns work requirements to the USASOC staff sections. Ensures all tasks are performed efficiently, effectively and in a timely professional manner.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret with SCI security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter,
  • This position requires pre-employment financial disclosure OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a TERM Not to Exceed 03 Years position. This position may be made permanent without further competition.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes experience: 1) Developing cyberspace plans, strategy, and policy to support and align with organizational missions and initiatives. 2) Overseeing the implementation of short and long-range plans for acquisition of technology., hardware, software, and firmware. 3) Maintaining a broad knowledge of state-of-the-art technology and comprehensive knowledge of military operations, employment of combat systems, combat tactics, strategic operations, and leadership. 4) Providing professional and technical engineering expertise on a full range of engineering technology functional areas that occur in Integrated Product Teams and Combat Development efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
