You will serve as a PROJECT SPECIALIST in the OFFICE OF THE OPERATIONS OFCR OICC of OICC MARINE CORPS MARIANAS.
A Cost-of-Living-Allowance (COLA) of 12.25% and 12.75% Non-Foreign Post Differential will be added to the stated salary will be added to the stated salary.

Duties
You will attend project quality and production meetings and transmit information and provide clarifications to Government of Japan (GOJ) personnel.
You will act as a liaison to communicate information on post-award project execution to ensure military construction projects are delivered with cost, time, quality, safety, and ethical requirements, and addresses personnel concerns and comments.
You will track and facilitate contract change requests throughout the modification process (request for proposal development, technical analysis and negotiations, and modification award) between US and GOJ.
You will standardize and improve procedures in the command as it relates to execution of GOJ funded projects to ensure efficient and effective operations.
You will manage request for information from GOJ personnel on construction projects: recurring reports (i.e. monthly schedules and invoices) and non-recurring (i.e. construction drawings, submittals and contract specifications).
You will schedule and manage recurring meetings between executives and managers from US and Japanese government.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing information management/coordination of the program and projects in post-award of construction contracts, performing liaison for program and project status, AND coordinating program requirements to maintain a strong working relationship between US and foreign government personnel.
