The primary purpose of this position is to: Serve as a senior Sexual Assault Prevention and Response (SAPR) Program Manager to provide planning direction, implementation guidance, in-depth training and resource documentation for Air Force-wide support of victims of sexual assault.

Duties

Plans, organizes and manages the Sexual Assault Prevention and Response Program, ensuring compliance with legal and regulatory requirements and the meeting of customer needs Represents Sexual Assault Prevention and Response on working groups, steering groups, or other meetings, conferences, seminars, etc., with a variety of other functional area organizations Provides guidance to other AF elements concerning the education and training plans, programs, and budget matters related to the sexual assault and prevention program As the Air Force expert on the execution of assigned programs, provides guidance, conflict resolution, and information to base-level Sexual Assault Response Coordinators (SARCs), Major Commands, and Air Staff

  • This position is subject to provisions of the DoD Priority Placement Program

  • Work may occasionally require travel from the normal duty station on military or commercial aircraft
  • The employee may be required to work other than normal duty hours and will be eligible for appropriate compensation according to OPM regulations
  • A degree or equivalent experience in the behavioral sciences or social work is required
  • This position requires a high degree of discretion in relation to sensitive information
  • The employee is authorized, to discuss "restricted reporting" information and must abide by pertinent nondisclosure rules in the receipt of the information
  • Must be able to obtain and maintain a Secret security clearance
  • Must obtain and maintain DoD Sexual Assault Advocate Certification and recertification from the National Organization of Victim Assistance (NOVA), as specified in DoD and AF policy
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Mastery knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Comprehensive and practical knowledge of individual agencies' policies and procedures and well-developed skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal violence. 2. Knowledge of a wide range of social science and social work principles and concepts and practices relating to the prevention of and response to sexual assault and other acts of interpersonal violence. 3. Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence. 4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements. 5. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues, both orally and in writing. 6. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support assistance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
