Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as assisting in outreach activities involving waste reduction and/or site investigation, site cleanup, or site redevelopment activities.- OR 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position- OR an equivalent combination of education and experience. To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as providing technical support and expertise to ensure that site investigation and/or cleanup actions taken are in compliance with applicable laws and regulations. - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a limited range of routine grants, cooperative agreements, and interagency agreements. Ability to manage limited projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet targets. Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Skill in written communication. Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Pollution Prevention Act, Solid Waste Disposal Act, and State Voluntary Cleanup Programs. Skill in oral communication. Ability to evaluate and advise on site revitalization and reuse, land use planning, redevelopment financing, pollutant source reduction, and/or waste minimization. Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, contract management, and cost accounting record keeping and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
