Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as advising on tribal issues and their impact on regulatory programs; collaborating with stakeholders (e.g., non-governmental entities, industry and private sector interests, academia, other Federal agencies, and/or state, local and tribal officials) in managing and/or executing government programs. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in incorporating new technical policy and legal information into guidelines and standards. Knowledge of the interests and priorities of tribal governments. Ability to communicate complex technical and policy concepts to a diverse range of audiences. Knowledge of federal, state, and local laws and regulations, documentation and reporting requirements, and lawmaking or rulemaking processes. Ability to make decisions or recommendations significantly changing, interpreting, or expanding important agency/regional policies and programs related to tribal affairs. Knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs in Indian Country. Skill in interpreting human health and environmental requirements and providing authoritative advice and assistance to other federal, state, local, and tribal human health and environmental professionals, communities, and stakeholders. Ability to coordinate on Tribal grant funding and other financial assistance needs. Knowledge of Federal Indian Law principles. Skill in working effectively with tribal governments and effectively coordinating and connecting EPA’s government to government responsibilities with program implementation in tribal governments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
