You will serve as a SUPERVISORY PROCUREMENT ANALYST in the Military Sealift Command (MSC), Contracting Department,
Business Operations Division, GCPC (N101B) of MILITARY SEALIFT COMMAND.
Duties
You will manage and provide oversight of MSC’s Government Commercial Purchas Card (GCPC) Program; establish and maintain internal policies, training, and communication with all lower-level APCs and program participants.
You will coordinate and complete scheduled and short-notice data tasks and reports for both internal and external stakeholders.

You will resolve employee complaints, refer group grievances and more serious unresolved complaints to higher-level management.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This a Defense Acquisition Workforce position that requires a Contracting Foundational acquisition certification.
- The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DOD instruction 5000.66.
- As an Acquisition Workforce (AWF) member, incumbent must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance, with DoDI 5000.66.
- Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
- Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
- Failure to meet these requirements could result in disciplinary action and/or removal from employment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent: Experience in the private or public sector. Specialized experience must demonstrate the following:
Experience supervising various levels of subordinates covering a wide range of contracting issues; Expert experience managing, planning, researching, and implementing procurement policies and procedures; Expert experience initiating, developing implementing and approving contracting procurement policies, procedures and directives; Expert experience examining, analyzing , evaluating complex contractual actions for review and approval; expert experience preparing briefing for both internal and external audiences. Experience creating and maintaining a Government Commercial Purchase Card (GCPC) Internal Operating Procedures (IOP) to implement GCPC policies.

Basic Requirements for GS-13 and Above
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
