You will serve as a PROGRAM ANALYST with COMMANDER NAVY REGION HAWAII.
Duties
You will advise managers on recommended or proposed changes in response to emergent issues.
You will analyze an organization or management function to identify processes or procedures to improve organizational structure.
You will create charts and graphs to inform managers on program trends.
You will gather and organize information on administrative issues and procedures.
You will develop implementing recommendations for improving the effectiveness of operating programs.
You will document program process improvement initiatives on assigned programs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Analyzing a variety of planning data/metrics to determine impact on program requirements; 2) Gathering, analyzing and/or evaluating a variety of data to develop status report and metrics; 3) Assisting with writing plans to identify strategies, issues, and next steps to meet essential mission needs; 4) Tracking project execution to provide upper management with progress updates. PHYSICAL DEMANDS:
The work is generally sedentary, with a requirement to stand for 30-40 minutes while briefing. On occasion, the incumbent may be required to perform site investigations that involve walking, climbing, stooping, crawling, and bending and use of PPE as required be instruction.
WORK ENVIRONMENT:
Work is primarily sedentary in an office environment. However, this position can require site visits to assist activities in surveys of proposed sites and existing facilities or to examine problem areas needing planning attention. During such site investigations, this position may be exposed to noise, adverse weather conditions, high temperature from steam lines, dust, blast hazards, confined spaces, etc. Also, it can include occasional travel to out-of-office sites to support Red Hill engagements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
