The Medical Service Program Specialist (Supervisory) works under the general supervision of the Medical Service Administrative Officer who provides broad administrative direction and outlines general objectives and mission concepts. Directly supervises Medical Service administrative staff of three (3) GS-0303-07 Program Support Assistants. Performs administrative and personnel management functions relative to staff managed and supervised.
Duties
Duties may consist of, but are not limited to:
Prepares, executes and/or tracks program specific information.
Prepares position and organizational charts for review by the Administrative Officer and Chief of Medicine.
Performs administrative and personnel management functions relative to staff managed and supervised.
Identifies, analyzes and makes recommendations to resolve conventual problems and situations in workflow, work distribution, staffing performance appraisals, organization structure and administration.
Participates in contract development by providing Statements of Work and Government Estimates through direct research of available markets, salary surveys, and other VA facilities.
Assists the Administrative Officer in proposal development for equipment procurement, prioritizing the service's needs, and preparation of all required paperwork.
Develops program short/long-term goals and performance standards.
Responsible for evaluating staff performance and initiates action to correct conduct deficiencies in performance.
Works closely with the professional and technical staff and other support services.
Work Schedule: Monday thru Friday, 7:30AM to 4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in a healthcare setting, planning, coordinating and execution of business functions, resource allocation, and production through completion; Assembling background information, reports and attachments by obtaining information from various sources including the general public, individuals who work in the agency, other agencies, or organizations outside the Government; manage and organize information, communication/correspondence within the service line and leadership, computer skills and understanding handbooks/regulations, evaluations administrative programs, analysis tracking, assisting with budget and other fiscal duties to include fund control points, clinic management. NOTE: Experience must be well represented in your resume. OR,
Education: You must possess a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree in a related field from an accredited institution. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: You must possess a combination of specialized experience and graduate education equivalent to the total requirement of this position. Only education beyond the first year of graduate level education can be used in combination with specialized experience to meet the qualification requirements. Physical Requirements: The Program Specialist is mostly sedentary in nature. Work is generally performed in an office setting with significant time involved on computer systems. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.
