This position is located in the Intramural Administrative Office (IAO), Intramural Research Program (IRP), National Institute on Aging (NIA), National Institutes of Health (NIH). This is a budget-focused position.
Duties
In this position your duties will include the following:
Prepares reports and analyses of overall personnel situation (i.e., allocated versus encumbered FTEs, potential losses, etc.), as may be required for budget, staffing patterns, recruitment, vacancies, etc.
Assures adherence to personnel ceilings through review of monthly strength reports prepared by the IC.
Applies internal purchasing review guidelines to approve orders within authorized limits.
Ensures compliance with established procurement regulations, such as the Federal Acquisition Regulations.
Formulates the organization's annual budget.
Monitors the organization's operating budget to ensure funds are allocated properly and is obligated in a timely and effective manner.
Develops budget-related instructions, policy, guidance, and procedures for the organization, where necessary.
Supports the creation and implementation of strategic and/or operating plans for new fiscal years, which includes the gathering of key information essential to the planning process (e.g., internal information, benchmarking information, stakeholder input).

Qualifications
At The GS-11:
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing budget formulation and administering the formulation and justification of the budget for an organization; monitoring the organization's operating budget to ensure funds are allocated properly and advises program managers regarding budgetary concerns; analyzing feedback and revising processes accordingly to ensure administrative operations are effectively managed; and coordinating administrative actions and advising staff on IC, agency, and Federal regulations, procedures, and policies.
OR
Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
OR
A combination of education and specialized experience that meets the qualification requirements for this position.
At The GS-12:
You qualify at the GS-12 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing budget formulation and administering the formulation and justification of the budget for an organization; monitoring the organization's operating budget to ensure funds are allocated properly and recommends budgetary adjustments, if needed; analyzing feedback and revising processes accordingly to ensure administrative operations are effectively managed; and coordinating administrative actions and advising staff on IC, agency and Federal regulations, procedures and policies.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
