About the Position: This position is located in Clinical Operations, Network 3 IOC, Fort Sam Houston, San Antonio, Texas.

Duties
Assist employees and oversee financial and resource programs engaged in budgetary programming/development, formulation and execution for all clinical healthcare operations in the organization.
Organize the daily operation of the Program and Budget Branch to ensure proper, complete, and timely reporting of financial management data.
Develop and report to higher management estimates of budget requirements.
Develop and issue written instructions and standard operating procedures and ensures compliance of subordinate Military Treatment Facilities (MTF).
Identify and analyze trends in the obligation and expenditure of funds to assure that objectives of the annual financial planning are being met on a timely basis and that funds are being properly and effectively utilized.
Serve as principal technical advisor to the Program Budget Advisory Committee (PBAC), and all 9 divisions of DHA J8 Financial Operations Division.
Responsible for the full component of budgetary processes and procedures related to the Travel/Training Program.
Develop cost factors, ratios, tests, and other means of evaluating the status of funds for assigned areas of responsibility.
Prepare and present budgetary briefings to the Chief, RMD, the Senior PBAC, the Commander, the California Desert Market, as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position may require the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check may required.
- Certification Level 3: Financial Management Level 3 Certified position.

Requirements for a GS-13 - Budget Officer:
Specialized Experience: One year of specialized experience which includes utilizing financial automated software, analyzing manpower and accounting reports, providing budgetary briefings to management or senior leaders and issuing written instructions or Standard Operating Procedures (SOPs) to the workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
