About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA

Duties

Serves as Supervisory Information Technology (IT) Specialist providing direction and guidance to a team of professional, technical, and support personnel. Manages projects and programs involving IT and acquisition systems, customer support, IT security and information assurance, process improvement, and program management. Provides advice, guidance, and assistance with highly visible and complex acquisition and IT systems. Provides functional and technical support and manages contracting systems such as Virtual Contracting Enterprise (VCE), System for Award Management (SAM.gov), Procurement Integrated Enterprise Environment (PIEE), etc. Manages projects and development of applications utilizing Microsoft Army 365 applications (Teams, SharePoint, OneDrive, Power Platform) and enterprise systems. Performs the full range of administrative and technical supervisory duties. Provides recommendations on implementation strategies and policy recommendations based on metrics and governing directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
  • Obtain and maintain the appropriate training and certification for the Information Assurance Management (IAM) Level I certification, in accordance with DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program

Troubleshooting and/or recommending IT solutions and support regarding acquisition systems; 3). Providing functional training on IT and acquisition systems; 4). Interpreting and analyzing initiatives, metrics, system changes, critical information, and/or directives; and 5). Monitoring regulatory guidance changes specific to information technology systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent grade level). In addition to the specialized experience above, resumes must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
