This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12; the NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Customer Service Representative (CSR) Lead for the Naval Information Technology Approval System (NAV-ITAS) in the ACIO/Information Technology Division, Enterprise Services Branch (Code 1044) of the Naval Surface Warfare Center Dahlgren Division.

Duties

You will provide expert guidance for assigned department personnel to fill out Information Technology Procurement Requests (ITPR) entered into the Naval Information Technology Approval System (NAV-ITAS). You will serve as the lead for local NAV-ITAS policy development from upper echelon policy and directives, and be the liaison for all issues and questions brought forth by department procurement representatives. You will serve as a backup to the Lead for Information Technology (IT) Procurements for the Code 104 Division assigned under Code 1044 Enterprise Branch. You will serve as a Procurement Liaison from Code 104 and ensure the completeness and accuracy for IT procurement packages submitted to the Contracts Department. You will serve as one of two Naval Surface Warfare Center Dahlgren Division (NSWCDD) Software Asset Managers, tracking NSWCDD's Microsoft, Cisco, VMware, Redhat and other Navy enterprise license footprint. You will validate orders, assign Microsoft keys and/or software downloads to users with validated orders, and communicate all Enterprise Software License agreement changes or updates to NSWCDD. You will serve as the DON Application and Database Management System (DADMS) and DoD IT Portfolio Repository (DITPR)-DON "DADMS-DITPRDON" Lead in support of departmental requests for software additions to the NSWCDD portfolio.

  • This is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 431 (Knowledge Manager) within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying IT customer support methods to review and resolve the most complex customer issues. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying IT customer support principles to deliver a full range of customer support services for an organization. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
  • A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR
  • Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
There are no authorized education substitutions to qualify for this position at the NT-5 level.
